FCC moving to allow cell phone use on planes

The FCC published a notice of proposed rulemaking today as a run-up to allowing cell phone usage on airborne airplanes "if operation of these devices is under the control of onboard equipment specifically designed to mitigate such interference" -- "pico" cells.

I used to work for carriers building wireless telephone networks, and nothing made zoning approval more dicey than the fact you can't use phones on planes or in hospitals -- no one wants to hear that antennas are completely safe when they understandably believe mobile phones can interfere with an aircraft or hospital equipment.
