Maybe angry neighbors could burn the flags
The Senate passed the Freedom to Display the American Flag Act, which prohibits condominium and homeowners associations from enforcing rules against displaying an American flag. Nothing, it should be noted, prohibited aggrieved homeowners from not moving in somewhere that had those rules in the first place.
"If there's anything stupider than a rule telling people they can't display American flags, it's the conclusion that such nitpicky micro-regulations by private residential associations represent a national crisis requiring congressional intervention," Jacob Sullum wrote when the House passed the law. I don't know what's so stupid about a rule you agree to be bound by and opt into; you could have a rule that you had to hop around on one foot in all common areas if you made new owners aware of it and gave them the opportunity to buy elsewhere. Couldn't you?
